Landlords in San Francisco are once again paying tenants to move out, with buyout offers returning to levels not seen since before the pandemic. The resurgence comes as housing prices in the city have climbed sharply, making it financially attractive for property owners to clear units and re-list them at much higher market rates. What is surprising, though, is where these offers are popping up. Rather than concentrating in luxury high-rises or prime downtown corridors, the latest wave is hitting mid-market and outer neighborhoods that saw rent growth lag during the tech boom.
Under the city's tenant buyout ordinance, landlords must report any agreement where a tenant receives money or other consideration to vacate a rent-controlled unit. Data from the Rent Board shows a steady climb in filings over the past two quarters, with many offers ranging from twenty thousand to over sixty thousand dollars per unit. Tenant advocates say the trend is a warning sign, as buyouts often target long-term residents who may not realize the true cost of relocating in a competitive market. Meanwhile, property owners argue that the payments are a fair trade, allowing them to renovate aging buildings and adjust to current rental demand. For now, the pattern is clear: the buyout is back, but its footprint has changed, and that has both tenants and housing watchdogs paying closer attention to who gets asked to leave.
